Tài liệu này là để trình bầy một cách tổng quát về chương trình Medi-Cal và không có mục đích bao hàm toàn bộ luật lệ. Điều lệ tổng quát có thể không áp dụng được với bạn do nhiều yếu tố khác nhau và cá biệt về trương hợp của bạn. Hơn nữa hệ thống cung cấp dịch vụ rất phức tạp và các quy chế, điều lệ... có thể được thay đổi tùy thuộc vào các thay đổi trong các đạo luật, chính sách của tiểu bang và liên bang. Medi-Cal hoặc Medicaid là một chương trình rất phức tạp. Ngay cả Tối Cao Pháp Viện cũng thừa nhận điều này: "Đạo luật về An Sinh Xã Hội (gồm cả Medicaid) là một trong những đạo luật phức tạp nhất được Quôc Hội soạn ra. Lối cấu trúc phức tạp của nó ... khiến những người mới biết vấn đề khó có thể hiểu được." Vì vậy, chúng tôi khuyên các bạn nên tham khảo ý kiến với những chuyên gia để được hướng dẫn, giúp đỡ, đặc biệt trong những trường hợp như khiếu nại, xin phiên điều trần.

WHAT IS MEDI-CAL?

 

MEDI-CAL , California’s version of the Medicaid program, is a state and federal funded program to pay for the medically necessary treatment services, medicines and devices needed by people with disabilities and certain low-income persons. Recipients of Supplemental Security Income (SSI), Aid To Family With Dependent Children (AFDC) and In-Home Supportive Services (IHSS) automatically receive Medi-Cal. Others receive Medi-Cal under the Medically Needy and Medically Indigent Child Medi-Cal programs, though often they must pay a monthly share of cost (SOC).

 

For low-income elderly, Medi-Cal operates in addition to Medicare to cover some of the costs not paid for by Medicare. Medicare is available to seniors 65 years and over who are eligible for Social Security benefits, regardless of financial need.

 

This manual tells about who can get MEDI-CAL, the services available to those determined eligible for full or restricted benefits, the choices for getting services, how to use the permanent plastic California Benefits Identification Card (BIC), and your appeal rights if you feel you are treated unfairly or do not get what you are entitled to get by law.

 

You can get MEDI-CAL benefits regardless of sex, race, religion, color, national origin, sexual orientation, marital status, age, disability, or veteran status.

 

Your local County Welfare Department (CWD) manages MEDI-CAL eligibility determinations. If you have questions, you can find the addresses and telephone numbers of the welfare departments in the Telephone Directory.

ELIGIBILITY AND MEDI-CAL PROGRAMS

 

Even if you are working, own a house, or are married, you may be eligible for MEDI-CAL. To get MEDI-CAL, you must fall into one of the MEDI-CAL program categories. Please refer the attached files for more detail.
